Nobody is born a racist person. Racism is not biologically nor genetically determined, but it is learned. Racism is perpetuated by systems of social injustice. This is a path with the least amount of resistance, or is not announced publicly if you are racist.
It still exists a lot in the south today because of southern white supremacists not willing to change. Racism is a social construct, and is not innate. Most people like to express free will. A quote by a French Philosopher says "Nature has not made us evil; it is bad education, it is bad models, it is bad legislation that currupt us.
Racism grew larger as slavery was abolished and people who still believed in it were willing to do anything to get it back. Black people consisted of most of the slaves, and since they were the majority who became free, racist people target them because they don't approve of their freedom.
